Conflict of interest screens are preventive compliance measures, agreed upon pursuant to section 29 of the Conflict of Interest Act (Act) by a public office holder and the Conflict of Interest and Ethics Commissioner, to assist the public office holders in avoiding conflicts of interest. Screens also seek to minimize the possibility of conflicts arising between the public duties of the public office holder and their private interests or those of their relatives and friends.

The Conflict of Interest and Ethics Commissioner and I have agreed that a conflict of interest screen is an appropriate measure to prevent any opportunity while exercising my official powers, duties and functions to further the private interests of my spouse, Ms. Sophie Grégoire Trudeau, Volunteer of the Canadian Mental Health Association (CMHA) or by giving preferential treatment to CMHA that may have future dealings with the Government of Canada.

This screen is administered by my Chief of Staff and the Clerk of the Privy Council and Secretary to the Cabinet to ensure that I am neither made aware of nor a participant in any discussions or decision-making processes pertaining to the private interests of my spouse or matters relating specifically to the CMHA itself, unless the interest is in a decision or matter that is of general application.

My cabinet and my ministerial staff have been informed in writing of this conflict of interest screen.

I have undertaken to inform the Conflict of Interest and Ethics Commissioner of any additional matters I am made aware of in the future that should form part of the subject matter of this voluntary conflict of interest screen.

In the event that any relevant matter is not caught by the screen and comes before me, I am required under section 21 of the Conflict of Interest Act to recuse myself from that issue or matter and inform the Conflict of Interest and Ethics Commissioner.

I am the sole owner of the shares of 7664699 Canada Inc., a private corporation. Prior to becoming a reporting public office holder, I voluntarily placed my shares in a blind trust. In order to comply with the requirements of the Conflict of Interest Act, the Conflict of Interest and Ethics Commissioner determined that an agreed compliance measure was required. Consequently, I have undertaken not to provide any advice, instruction or direction, nor participate in any discussion or decision making processes in respect of the management, disposition or investment of any controlled assets, as defined in section 20 of the Conflict of Interest Act, held in 7664699 Canada Inc.

Obligation to provide a confidential report has been met and all initial reporting and compliance measures have been taken to comply with the Conflict of Interest Act.

In order to prevent a conflict of interest situation from arising and to avoid the perception of preferential treatment to His Highness the Aga Khan or one of his institutions, the Conflict of Interest and Ethics Commissioner has determined that a conflict of interest screen is necessary. I must therefore abstain from any matter, discussion or decision, other than my participation in activities that are ceremonial in nature, specifically targeting the interests of the Aga Khan and his institutions.

Accordingly, a conflict of interest screen has been established and will be administered by my Chief of Staff and the Clerk of the Privy Council and Secretary to the Cabinet to ensure that I will abstain from any participation in any discussion or decision-making process and any communication with government officials in relation to any matter or issue forming part of the subject matter of the conflict of interest screen.

I have undertaken to inform the Conflict of Interest and Ethics Commissioner of all matters of which I become aware that relate to or should form part of the subject matter of the conflict of interest screen, in order to prevent a conflict of interest.

In the event that any issue or matter subject to the conflict of interest screen is not caught by that screen and comes before me, I undertake to recuse myself from that issue or matter as required by section 21 of the Conflict of Interest Act and inform the Conflict of Interest and Ethics Commissioner.

Members of the Cabinet and members of the ministerial staff in my Office as well as the staff of the Privy Council Office have been notified accordingly.
